Key Responsibilities

Country HSE Leadership & Governance
Lead the implementation and continuous improvement of Goldwind’s HSE management framework across Thailand, ensuring consistent standards and practices across all projects and operations. -
Legal & Regulatory Compliance
Ensure compliance with applicable Thai occupational health, safety and environmental laws, regulations and statutory requirements, and maintain effective engagement with relevant authorities when required. -
Project Lifecycle HSE Management
Provide HSE leadership and professional support throughout the full wind project lifecycle, including project mobilization, civil construction, WTG transportation, turbine erection, electrical works, commissioning, handover and O&M. -
Project HSE Oversight
Oversee HSE performance across multiple project sites, conduct regular site visits and management reviews, identify systemic or high-risk issues, and drive corrective and preventive actions. -
HSE Team Leadership
Lead, coach and develop Thailand HSE personnel, including project HSE Managers, HSE Engineers/Specialists, Safety Officers and Safety Technicians. Ensure appropriate HSE staffing, competency and resource allocation according to project requirements. -
Contractor HSE Management
Establish and maintain effective contractor and subcontractor HSE governance, including prequalification, onboarding, competency verification, performance monitoring, audits and corrective-action management. -
Critical Risk Management
Ensure effective controls are established for major wind construction risks, including:- WTG erection and heavy lifting
- Crane and rigging activities
- Working at height
- Electrical works and LOTO
- Transportation of wind turbine components
- Excavation and civil construction
- Confined space
- Simultaneous operations and contractor interfaces

Incident Management & Learning
Lead or oversee investigations of serious incidents, high-potential near misses and significant HSE events. Ensure robust root cause analysis, corrective/preventive actions and lessons learned are implemented and shared across Thailand projects. -
Audit & Assurance
Develop and execute country-level HSE inspection and audit programs covering projects, contractors and operational activities, and ensure findings are effectively tracked through closure. -
HSE Performance Management
Establish, monitor and analyze Thailand HSE KPIs and leading/lagging indicators. Provide regular HSE performance reports, risk insights and recommendations to Country Management and Regional HSE. -
Training & Competency
Establish country-level HSE competency requirements and training programs and ensure employees and contractors receive appropriate induction, technical safety and refresher training. -
Emergency Preparedness
Ensure appropriate emergency response arrangements are established and maintained across Thailand projects, including emergency plans, drills, escalation protocols and crisis coordination. -
Stakeholder Management
Act as the key HSE interface with Country Management, Regional HSE, clients, project teams, contractors and relevant external stakeholders, providing professional HSE advice and escalating significant risks when required. -
Safety Culture & Continuous Improvement
Drive a proactive HSE culture across Thailand, promote leadership engagement and employee participation, and facilitate the sharing of best practices and lessons learned between projects and regional/global teams.
