Goldwind Green Energy (Uzbekistan) is seeking one HSE (Health, Safety and Environment ) Engineer in Kungrad, Republic of Karakalpakstan, Uzbekistan, for a wind power plant construction project.
This position is open to candidates of all nationalities; however, non-Uzbek nationals must obtain a valid work permit prior to the commencement of employment.

About the Role
We are looking for a dedicated HSE Engineer to join our team in Uzbekistan. NEBOSH or equivalent international certificates will be required.
In this role, you will ensure full compliance with local HSE legislation and client requirements, manage subcontractor pre-qualifications, supervise site activities, and actively contribute to building a strong safety culture across the project.
Key Responsibilities
- Regulatory Compliance
Identify, collect, and maintain up-to-date knowledge of all applicable HSE laws, regulations, and standards in Uzbekistan, and ensure project activities remain compliant.
- Subcontractor HSE Management
Oversee the subcontractor pre-qualification process — review and validate personnel certifications, third-party equipment inspection reports, work permits, medical fitness certificates, and other relevant documentation; compile and submit pre-qualification packages for client approval.
- Site Supervision & Observation Close-Out
Supervise day-to-day site activities to verify compliance with HSE requirements; systematically track, follow up, and drive the timely close-out of HSE observations and non-conformances.
- HSE Training Coordination
Coordinate and facilitate HSE-related training programs, including inductions, toolbox talks, and job-specific safety training, to enhance workforce competency.
- Emergency Response Management
Actively participate in emergency response planning and drills; liaise closely with the site medical team to ensure medical preparedness, effective response, and seamless coordination during emergencies.
- Incident Investigation
Take part in incident investigations; prepare detailed investigation reports, identify root causes, and develop corrective and preventive actions to prevent recurrence.
- HSE Culture & Campaigns
Promote a positive safety culture by administering HSE incentive schemes and disciplinary measures; plan and disseminate HSE campaigns, safety alerts, and awareness initiatives across the site.
- HSE Data & Reporting
Collect, consolidate, and submit periodic HSE performance data, statistics, and reports to the client in accordance with contractual and project requirements.
Qualifications & Experience
- Bachelor’s degree or higher in a relevant field.
- Strong knowledge of HSE legislation, regulations, and standards applicable in Uzbekistan.
- Minimum 5 years of HSE experience on construction sites or in other high-risk industries.
- Fluent in English (both written and spoken). Fluency in Uzbek is required for Uzbekistan candidates.
- Proactive, open communicator with the ability to engage effectively at all levels.
- NEBOSH IGC (or equivalent), OSHA, IOSH, or ISO 45001 / ISO 14001 Auditor certifications. NEBOSH diploma is not mandatory but highly desirable.
- Experience in wind farm projects.
